On Tuesday, 24th July, 2018, the National Assembly resumed its sittings after a two-week recess pursuant to the provisions of Standing Order 28(3) relating to the Calendar of the Assembly. This will be a continuation of the Second Part of the Second Session of the Twelfth Parliament expected to end on Thursday, 30th August, 2018.

Key priority Business for consideration by the House during the period includes;

  1. a)First Reading of the following Bills from the Senate:-

(i)       The County Governments (Amendment) (No.2) Bill (Senate Bill No. 7 of 2017);

(ii)     The National Flag, Emblems and Names (Amendment) Bill (Senate Bill No. 8 of 2017); and

(iii)    The Assumption of Office of The County Governor Bill (Senate Bill No. 1 of 2018)

  1. b)Second Reading of the following Bills:-

(i)       The Finance Bill (National Assembly Bill No. 20 of 2018);

(ii)     The Capital Markets (Amendment) Bill (National Assembly Bill No. 19 of 2018);

(iii)    The Insurance (Amendment) Bill (National Assembly Bill No. 21 of 2018);

(iv)    The Land Value Index Laws (Amendment) Bill (National Assembly Bill No. 3 of 2018);

(v)     The Warehouse Receipt System Bill (National Assembly Bill No. 2 of 2018);

(vi)    The Sacco Societies (Amendment) Bill (National Assembly Bill No. 18 of 2018);

(vii)  The Statute Law (Miscellaneous Amendments) Bill (National Assembly Bill No. 12 of 2018);

(viii) The Statute Law (Miscellaneous Amendments) (No. 2) Bill (National Assembly Bill No. 13 of 2018);

(ix)    The Health Laws (Amendment) Bill (National Assembly Bill No. 14 of 2018); and

(x)     The Government Contracts Bill (National Assembly Bill No. 9 of 2018).

  1. c)Committee of the Whole House on the following Bills:-

(i)       The Copyright (Amendment) Bill (National Assembly Bill No. 33 of 2017);

(ii)     The Public Private Partnerships (Amendment) Bill (National Assembly Bill No. 52 of 2017);

(iii)    The Kenya Coast Guard Service Bill (National Assembly Bill No. 45 of 2017); and

(iv)    The County Governments Retirement Scheme Bill (National Assembly Bill No. 10 of 2018).

  1. d)Committee Reports:-

(i)       The Second Report of the Procedure and House Rules Committee on Amendments to Standing Orders. It is important to note that if this Report is adopted, a Member will have an opportunity to ask his or her Question in the House, which will be responded to before the relevant Committee by the Cabinet Secretary responsible for matters raised.  

(ii)     The Reports on the vetting of nominees for appointment to the following Offices;

        1. Office of Chairperson of the Public Service Commission;
        2. Office of Chairperson of the Salaries and Remuneration Commission;
        3. Offices of Chairperson and Members of the Commission on Administrative Justice;
        4. Offices of Chairperson and Members of the National Gender and Equality Commission;
        5. Offices of Principal Secretaries, State Departments of Youth and Transport; and
        6. Offices of Ambassadors and High Commissioners.

(iii)    The Report of the Departmental Committee on Environment and Natural Resources on the Inquiry into Forest Resource Management and Logging Activities in Kenya.
