Composition of funding for discretionary expenditures and Spending by Sector
Discretionary Government Expenditures
The total discretionary expenditure amounted to Kshs. 1.17 trillion. This includes Kshs. 710.68 billion for recurrent expenditure and Kshs. 460.88 billion for development expenditure. Bulk of the funds is used for compensation of employees (26%), grants and transfers to other government agencies (40%) and for acquisition of non-financial assets (18%).
Consolidated Funds Services
The Consolidated Funds Services is a mandatory spending by the National Government. In 2012/13, the CFS expenditure included repayment of public debt amounting to Kshs. 305.04 billion, payment of pensions and gratuities amounting to Kshs. 37.85 billion, and payment of salaries & allowances for constitutional office holders and subscriptions to international organizations amounting to Kshs. 3.1 billion. The expenditure for the CFS is sourced from government revenues.
