In the discharge of its mandate as set out in Article 127 (6) of the Constitution, the Parliamentary Service Commission established the following offices in the Parliamentary Service for the smooth operations of the Senate:-
The Speaker and the Deputy Speaker
Majority Leader: Art. 108 of the Constitution provides that “there shall be a leader of the majority party and a leader of the minority party”. The leader of the majority party shall be the person who is the leader in the National Assembly of the largest party or coalition of parties.
Minority Leader: The leader of the minority party shall be the person who is the leader in the National Assembly of the second largest party or coalition of parties.

Who We Are
The Center for Parliamentary Studies and Training (The CPST) was established by the Parliament Service Commission (PSC) in December 2008 and legalized by the publication of the Parliamentary Service Regulations, 2011 in the Kenya Gazette, Subsidiary Legislation, Legal Notice No. 95 of July 22, 2011. In addition, the establishment of The CPST was incorporated in the Strategic Plan of the (PSC) for 2008 to 2018.
Prior to the commencement of Legislation by Parliament in Kenya, legislation had wholly been done in the United Kingdom (UK) and conveyed in form of royal instructions commonly termed Orders-in-Council
Article 95 of the Constitution establishes that the National Assembly shall consist of the following:-
Two hundred and ninety members, each elected by the registered voters of single member constituencies;
forty-seven women, each elected by the registered voters of the counties, each county constituting a single member constituency;
