The Director General

Clement Nyandiere is a seasoned professional with extensive experience in leadership, management, strategic planning and information systems. With a background in information sciences and a Master of Business Administration (MBA) in Strategic Management & Information Systems, he has consistently demonstrated his expertise in various roles throughout his career both in the private and public sector.

Currently serves as the Director General/Accounting Officer for Parliamentary Joint Services of the Parliamentary Service Commission (PSC), the Parliament of Kenya. Clement is responsible for services to the two Houses of Parliament and accounting for the development projects, financial and human resources for Joint Services, including the Centre for Parliamentary Studies and Training (CPST). He oversees a wide range of services provided to Members of Parliament, including human resources management, finance and accounting, research, ICT services, security & safety services, litigation, broadcasting, constituency/ county operations, and general infrastructural development.

Prior to his current position, Clement was the Director of Research and Information Services. He oversaw the development and implementation of the PSC’s Strategic Plan and has successfully managed large-scale infrastructural development projects, including The Bunge Tower construction, CPST development, renovations, modernization of parliamentary chambers, staff development initiatives, and the implementation of ICT projects to improve service delivery. He is known for his ability to drive organizational growth, foster collaboration, and lead successful teams.

Clement's expertise extends beyond the Parliament of Kenya. He has served as the Dean of the Faculty of Information Technology at Strathmore University, where he played a pivotal role in transforming the Information Technology Centre into a full-fledged faculty. He also served as the Director of the Information Technology Centre, overseeing professional courses administration and ICT services for the university.

Throughout his career, Clement has been actively involved in various professional bodies, including the Institute of Human Resources Management (IHRM), the Kenya Institute of Management, and the Computer Society of Kenya. His commitment to professional development and his active participation in these organizations reflect his dedication to staying abreast of industry trends and contributing to the growth and advancement of the knowledge industry. He is published in the field of information systems and management.
