The Clerk of the Senate

He is the holder of a Bachelor of Laws degree and a Master of Laws degree (majoring in Public International Law) both from the University of Nairobi, a Diploma in Law from the Kenya School of Law and Certificates in Legislative Drafting from the Institute of Advanced Legal Studies of the University of London, the International Legislative Drafting Institute, New Orleans and the International Law Institute. He is an advocate of the High Court of Kenya and a Certified Public Secretary.

The Senate Speaker

Hon. Senator Ekwee Ethuro is the Speaker of the Senate having been elected to this position on 28th March, 2013.  He is serving his fourth term as a Member of Parliament having previously been elected in 1997, 2002 and 2007 as a Member of Parliament for Turkana Central Constituency.  Sen. Ethuro served as a Temporary Deputy Speaker in the 9th Parliament and a Member of the Speaker’s Panel in the 10th Parliament.  Further, Sen.

House Keeping Committees

Senate has three key House-keeping Committees that deal with matters pertaining to smooth management and operations of the Senate and its committees. These are:

  1. SENATE BUSINESS COMMITTEE (SBC)

  2. LIAISON COMMITTEE

  3. PROCEDURE AND RULES COMMITTEE

Roles of The Senate

Senate’s overall function is to protect the interests of the counties and their governments. Article 96 of the Constitution provides that the Senate has a role in-

1.     Law -making;

2.     Determining allocation of national revenue among counties as per Article 217 of the Constitution and overseeing national revenue allocated to county governments; and
