Hon. James Opiyo Wandayi, CBS, MP
LEADER OF THE MINORITY PARTY IN THE NATIONAL ASSEMBLY
The Hon. James Opiyo Wandayi, CBS, MP was elected as the Leader of the Minority Party in the 13th Parliament in September, 2022. He is an elected ranking member of the National Assembly of Kenya, serving his third term as a representative of Ugunja Constituency, having been elected to Parliament in the 2013, 2017, and 2022 general elections.
Political Career and Key Achievements
The Hon. James Opiyo Wandayi is a member of the Orange Democratic Movement (ODM) and has held the position of Secretary for Political Affairs in the party since 2014. He is also the second Deputy Secretary-General of the Azimio la Umoja One Kenya Coalition Party.
During his first term in the National Assembly, Hon. Opiyo Wandayi served as a member of three Departmental Committees namely: - Administration & National Security; Agriculture & Cooperatives Development; and Environment and Natural Resources. In these Committees, he made significant contributions to the development of various policies and legislations as well as providing the requisite oversight on the Executive.
In his second term in the 12th Parliament, Hon. Opiyo Wandayi, served as the Chairperson of the Public Accounts Committee for five years. In this role he provided oversight on the use of public funds by the national government. He played a crucial role in public sector accountability in government financial operations by ensuring value for money of government projects, programs and service delivery. He also served as the Secretary-General of the African Organization of Public Accounts Committees (AFROPAC), a Pan-African institution that advocates for accountability and good governance.
In his legislative role Hon. Opiyo Wandayi has robustly contributed to debate on various bills, motions and reports in the House. He has also proposed an amendments to the Leadership and Integrity Act, 2012 in a bid to improve governance by seeking to have any person charged under the Anti-Corruption and Economic Crimes Act to step aside from office for investigations to be carried out and concluded.
Career outside politics
Prior to joining politics, Hon. Opiyo Wandayi was an agricultural science and management expert where he held senior management positions in the private sector within and outside of Kenya with extensive international exposure. Previously, he served at various organizations including British American Tobacco as the Leaf Business Sustainability Manager responsible for Uganda and the DRC.
In these roles, he developed and implemented excellent communication and engagement strategies with governments, the media and other interest groups for successful execution of business plans.
Hon. Opiyo Wandayi holds an Executive MBA from Jomo Kenyatta University of Agriculture and Technology (JKUAT); a Bachelor of Science Degree in Agriculture from the University of Nairobi and a Diploma in Business Management from the Kenya Institute of Management.
