The Senate Committee on County Public Investments and Special Funds, led by Vihiga Senator Godfrey Osotsi, met today with Marsabit Governor Mohammed Ali. The meeting's primary purpose was to examine the Auditor-General's reports on the financial statements of three funds from 2020 to 2022:

Marsabit County Car Loan Fund

Marsabit County Emergency Fund

Governor Mohammed Ali addressed the Auditor-General's concerns about these funds' financial management. After thorough discussion, the Committee proposed resolutions to improve financial transparency and accountability within the county.

First, the Committee emphasized the need for fund administrators to submit documents promptly during the audit process. Failure to do so could trigger recommendations for further investigation and potential prosecution, underscoring the Committee's commitment to accountability.

The Committee also expressed concern about the Marsabit County Executive Committee Members Car Loan Scheme Fund. Notably, quarterly financial reports for this fund had not been submitted to the Office of the Controller of Budget. The Committee directed the Governor to ensure prompt submission of these reports through the County Executive Committee (CEC) of Finance to comply with regulations.

Additionally, the Committee requested more information from the Auditor-General on the Marsabit County Emergency Fund. They sought clarification on whether expenditures adhered to Public Finance Management Act limits and on the specific nature of those expenditures. This demonstrates the Committee's diligence in ensuring appropriate use of public funds.

Finally, the Committee noted capacity challenges within the finance and accounting section, particularly regarding the Marsabit County Executive Committee Members Car Loan Scheme Fund. The financial statements contained omissions, errors, and inaccuracies. To address this, the Committee directed the Governor to implement measures to enhance finance officers' skills or recruit staff with the necessary qualifications.
