The Division of Revenue Bill, 2024 and the Supplementary Appropriations Bill, 2024 have been assented to into law.

In a ceremony at State House, Nairobi on Monday, June 10, 2024 President Dr. William Ruto appended his signature to the two Bills.

ย The Supplementary Appropriation Act 2024 authorizes the release of funds from the Consolidated Fund for various urgent requirements for the fiscal year ending June 30, 2024. Key allocations includeย Kshs.4.3 billion to the State Department for Arid and Semi-Arid Areas and Regional Development for humanitarian aid due to flood victims,ย Kshs.3 billion to the Department of Internal Security for El Niรฑo Disaster Management, andย Kshs.3 billion for the Fertilizer Subsidy Program.ย Additionalย funds areย designatedย for emergency road rehabilitation affected by floods andย Kshs.2 billion for the National Police Service's medical insurance.ย 

To enhanceย fiscal consolidation and expenditure rationalization, the overall budget has been reduced by 3.3 percent, amounting toย Kshs.132.46 billion. The revised budget now stands atย Kshs.3, 848.07 billion, down from the originalย Kshs.3, 981.53 billion.ย 

Education also receives a significant boost, withย Kshs.4.468 billionย allocatedย to university education andย Kshs.1.112 billion to secondary education.ย 

The Division of Revenue Act, 2024 ensuresย equitableย sharing of revenue between the National and county governments for theย financial yearย 2024/25. Kshs.400.116 billion has beenย allocatedย to county governments, marking an increase from the previous year'sย allocationย and ensuring counties are well-funded to perform their functions effectively.ย 

The enactment also actualizes Article 204 of the Constitution concerning the Equalization Fund, with an allocation ofย Kshs.7.852 trillion, equivalent to 0.5 percent of the last audited revenue. These funds will be used to provide basic services such as water, roads, health facilities, and electricity to marginalized areas, aiming to elevate the quality of these services to the national standard.ย 

The Act paves the way for the introduction and consideration of the Appropriation Bill by the National Assembly. This Bill will provide funding for the National Government, Parliament, and Judiciary to ensure essential public services for the people of Kenya. Additionally, the enactment allows Parliament to consider the County Allocation of Revenue Bill, 2024, which will divide theย equitableย share ofย Kshs.400.116 billion among the 47 counties.
