The Speaker of the National Assembly, Hon. Moses Wetang'ula has conveyed a message from President William Ruto nominating Mr. Pius Angasa for appointment as a member of the Board of Directors of the Central Bank of Kenya (CBK).

Reading the communication on the floor of the House, the Speaker Wetang'ula noted that the nomination is in line with Section 11(2) of the Central Bank of Kenya Act, Cap. 491, which requires that directors and the chairperson of the CBK Board be appointed by the President with the approval of Parliament.

β€œIn this regard, the nomination is to be considered by both Houses of Parliament. The established practice is that the relevant committees of the National Assembly and the Senate hold joint vetting sessions and table a joint report,” said the Speaker.

The President’s message, along with Mr. Ang’asa’s credentials, has been forwarded to the Departmental Committee on Finance and National Planning, which will conduct the vetting jointly with the relevant Senate committee.

The Speaker outlined clear procedural guidelines for the approval process, including the quorum for the joint sittings and the requirement for separate voting by each House in case consensus is not reached.

He further directed that the joint committee expedite its work and submit a report by Tuesday, 12th August 2025, ahead of the long parliamentary recess starting 15th August.

β€œWhile the Central Bank Act does not prescribe a timeline, the Public Appointments (Parliamentary Approval) Act gives Parliament 28 days to conclude the process. However, since the House will be on recess for part of that time, I urge the Committees to fast-track the process,” said the Speaker.

The National Assembly Committee on Finance and National Planning and the Senate Committee on Budget and Finance are expected to conduct approval hearings in the coming days.
