The government has defended its handling of missing children cases, telling Senators that existing child protection and law enforcement systems are working in tandem even as lawmakers questioned data inconsistencies, staffing shortages and delays in establishing a unified national database.

The inquiry followed a Statement sought by Sen Hamida Kibwana on the floor of the Senate over what she described as the alarming rise in cases of missing children across the country.

Appearing before the Senate Committee on Labour and Social Welfare on Thursday, Hanna Cheptumo, the Cabinet Secretary for Gender, Culture and Children Services said Kenya's response is built on two complementary pillars: police-led investigations into disappearances and child protection interventions centred on tracing, psychosocial support, family reunification and follow-up.ย

The ministry said its Child Protection Information Management System recorded 43,844 child protection cases between 2021 and 2025, comprising 28,408 abandoned children, 8,152 abductions and 7,284 lost-and-found cases. It said abandonment accounted for nearly two-thirds of reported cases, while about 22,650 cases received documented interventions, most resulting in children being reunited with their families.ย

The meeting chaired by Sen Julius Murgor (West Pokot) also examined the deaths of five-year-old Travis Wanjohi and one-year-seven-month-old Mary Wanjiru Muhinja. The ministry said both cases remained under police investigation, with one murder prosecution already before the High Court, while reaffirming that criminal investigations fall under the National Police Service and the Directorate of Criminal Investigations.ย

Senators pressed officials over discrepancies between ministry and police figures, the meaning of cases classified as "dropped", and the absence of a single database linking child protection and police records. CS Cheptumo attributed the inconsistencies to separate reporting systems and said work was under way to integrate the databases.ย

The ministry also cited shortages of children officers, limited operational funding and incomplete digitisation as key constraints, urging Parliament to support increased budgetary allocation in frontline child protection services.ย

The Murgor-led committee signalled it would continue scrutinising the government's progress, with the success of its response likely to be judged not by new commitments but by whether it delivers a fully integrated national system capable of tracing every missing child.
