The Budget and Appropriations Committee led by the Chairperson, Hon. Ndindi Nyoro (Kiharu), held a meeting with the Parliamentary Budget Office, during which Members were briefed on the Division of Revenue Bill, 2024; and the Equalization Fund Appropriation (No. 2) Bill, 2023.

Β The annual Division of Revenue Bill, is one of the Revenue Bills provided for in Article 218 of the Constitution, to divide the revenue raised nationally between the National and County Governments.Β 

The Bill comes after the National Assembly adopted the Budget Policy Statement (BPS) report,Β whichΒ paved the way for the publication and subsequent introduction of the Division of Revenue Bill in the National Assembly.Β 

It has incorporated the requirements under Article 203(1) in estimating theΒ Division of Revenue, and in addition, the Bill is consistent with the resolutions of the National Assembly on the 2024 BPS.Β 

In the Financial Year 2024/25, the total sharable revenue is estimated at Kshs. 2.948 trillion; comprising an allocation of Kshs. 2.549 trillion to the National Government; Kshs. 7.85 billion to the Equalization Fund; and Kshs. 391.1 billion, to the CountyΒ Governments.

Β On the other hand, the Equalization Fund Appropriation Bill, 2023, was passed by the Senate with amendments on 21stΒ February 2024, and referred to the National Assembly for concurrence.Β 

TheΒ Equalization Fund is established under Article 204(1) of the Constitution, where 0.5 percent of all the revenues collected by the National Government each year, should be paid.Β 

As provided for in the Constitution, the Equalization Fund is used by the National Government to provide basic services including water, roads, health facilities, and electricity to marginalized areas, to the extent necessary to bring the quality of those services to the level generally enjoyed by the rest of the nation.

Β The total number of marginalized areas spread across the thirty-four Counties and 107 Constituencies, are 1,424 and each area has been allocated its share based on the allocation factor.Β 

The Committee shall be examining the amendment proposals made by the Senate, and consider passing the Equalization Fund Appropriation (No. 2) Bill, 2023; with or without amendments.
