INVITATION FOR SUBMISSION OF MEMORANDA

The Senate Standing Committee on Health invites members of the public and stakeholders to submit written memoranda on *The Quality Healthcare and Patient Safety Bill, 2025 (National Assembly Bills No. 41 of 2025).*

 

The Bill seeks to give effect to Article 43(1)(a) of the Constitution by establishing a comprehensive legal and institutional framework for the promotion, regulation and continuous improvement of the quality of healthcare in Kenya. It sets out patient rights and corresponding obligations of health facilities, establishes the Quality Healthcare and Patient Safety Authority to register, license, accredit and inspect health facilities, creates a specialized Health Care Tribunal to resolve health-sector disputes, and prescribes offences and penalties for non-compliance with the provisions of the Act.

 

Pursuant to the provisions of the Constitution and the Senate Standing Orders, the Committee welcomes views from individuals, organizations and other interested stakeholders to inform its consideration of the Bill.

 

Submissions may be addressed to the Clerk of the Senate and delivered through any of the following channels: *by post to P.O. All submissions must be received on or before *Monday, 3rd August, 2026 at 5.00 p.m.*
