The National Assembly to hold Special Sittings of the House on Tuesday, September 18, (Afternoon) and Thursday, September 20, 2018 (Morning & Afternoon)

                                                                                                                                                         

Pursuant to the provisions of Standing Order 29(3) of the Standing Orders of the National Assembly, Special Sittings of the Assembly shall be held in the National Assembly Chamber in the Main Parliament Buildings on Tuesday, September 18, 2018 commencing at 2.30p.m. and on Thursday, September 20, 2018 at 9.30 a.m. and at 2.30 p.m. respectively. The purpose of the Special Sittings is as follows: –

I.                   Tuesday, September 18, 2018 (Afternoon)

(a)    Facilitate-

1.      Notification of a  Message from  H.E The President in respect of his reservation to the Finance Bill, 2018 pursuant to Article 115 of the Constitution; and,

2.      Notification of Supplementary Estimates, 2018;

(b)   Consideration of the following Business:-

1.      Second Reading, Committee of the whole House and Third Reading  of the following Bills-

(i)                 The County Governments (Amendments) ( No.2) Bill, Senate Bill No.7 of 2017;

(ii)               The Warehouse Receipt System Bill (Senate Bill No. 10 of 2017); and

(iii)             The Urban Areas and Cities (Amendment) Bill (Senate Bill No. 4 of 2017).

2.      Second Reading  of Health Laws (Amendment) Bill (National Assembly Bill No. 14 of 2018).

II.               Thursday, September 20, 2018 (Morning and Afternoon)

Consideration of the following Business:-

1.      Reservations by H. E The President’s on the Finance Bill (National Assembly Bill No. 20 of 2018);

2.      Supplementary Estimates, 2018 and Report of the relevant; Committee;

3.      First  Reading of the Supplementary Appropriations Bill,  2018 ; and,

4.      Second Reading, Committee of the whole House and Third Reading  of the    Supplementary Appropriations Bill,  2018.

5.      Second Reading, Committee of the whole House and Third Reading  of the following Bills, (if not concluded on Tuesday, September 18, 2018) -

(i)        The County Governments (Amendments) ( No.2) Bill, Senate Bill No.7 of 2017;

(ii)      The Warehouse Receipt System Bill (Senate Bill No. 10 of 2017);

(iii)    The Urban Areas and Cities (Amendment) Bill (Senate Bill No. 4 of 2017); and,

(iv)    The Health Laws (Amendment) Bill (National Assembly Bill No. 14 of 2018).

A Special Sitting of the House is held whenever the House is on recess, convened by the Speaker on the request of the Leader of the Majority Party or the Leader of the Minority Party. The Speaker may allow the request if he is satisfied that the Business proposed to be transacted relates to the matters specified in the Standing Orders as Special Motions or other urgent and exceptional Business as the Speaker may allow.

It is important to note that Standing Order 29(5) of the Standing Orders of the National Assembly provides that whenever the House meets for a special sitting, the Business specified shall be the only business before the House during the Special Sitting, following which the House shall stand adjourned until the day appointed in the Parliamentary Calendar.
