A long-running land dispute in Siaya County has escalated to the national stage, with the Senate and the Office of the Ombudsman now involved in a case that pits a local resident, Mr. Francis Otieno Otieno, against the County Government of Siaya over alleged destruction of sugarcane crops.

 

The Senate Committee on Roads chairman, Sen. Eddy Oketch implored, “This is a serious matter and we should find solution since the Governor is in this meeting.”

National Treasury Cabinet Secretary, Hon. John Mbadi is set to deliver his first official Budget Day speech on Thursday, June 12, 2025, before the National Assembly.

The proposed national budget for the 2025/2026 Financial Year stands at Ksh. 4.239 trillion and is anchored on President William Ruto’s Bottom-Up Economic Transformation Agenda (BETA) and the broader goals of Vision 2030.

𝐅𝐈𝐍𝐀𝐍𝐂𝐄 𝐂𝐎𝐌𝐌𝐈𝐓𝐓𝐄𝐄 𝐇𝐀𝐈𝐋𝐒 𝐆𝐎𝐕𝐄𝐑𝐍𝐎𝐑 𝐀𝐑𝐀𝐓𝐈 𝐅𝐎𝐑 𝐏𝐀𝐘𝐈𝐍𝐆 𝐀𝐋𝐋 𝐕𝐄𝐑𝐈𝐅𝐈𝐄𝐃 𝐏𝐄𝐍𝐃𝐈𝐍𝐆 𝐁𝐈𝐋𝐋𝐒

The Standing Committee on Finance and Budget has hailed Kisii County Governor Simba Arati for paying all verified pending bills. 

 

This development comes after the Committee learnt that the County Executive of Kisii formed a Pending Bills Committee in November 2022 to review outstanding obligations for the 2021/2022 Financial Year. 

 

This committee verified the claims and found Kshs231,443,172 eligible bills, which have since been fully settled, and declared Kshs1,071,435,683 ineligible due to non-compliance and lack of supporting documentation. 

Finance Committee engages government agencies as consideration of Finance Bill approaches homestretch


As the consideration of the Finance Bill 2025 approaches homestretch, the Departmental Committee on Finance and National Planning has begun engaging various government agencies over a number of issues, primary among them those that emerged during the stakeholder engagements and public participation exercises on the Bill. 

 This critical step follows the conclusion of public participation on both the Finance Bill 2025 and the Virtual Asset Service Providers Bill.

Members of the National Assembly have begun debate on the proposed Ksh. 4.239 trillion national budget for the 2025/2026 Financial Year.

The debate comes ahead of the official Budget Day speech scheduled for Thursday, June 12, 2025, when the Cabinet Secretary for the National Treasury, Hon. John Mbadi is expected to deliver the budget highlights before a joint sitting of Parliament.

The National Assembly has passed the President’s reservations to the Conflict of Interest Bill (National Assembly Bill No. 12 of 2023), paving the way for tougher regulations against unethical conduct in public service.

The National Assembly has approved Sessional Paper No. 7 of 2024 on the National Sanitation Management Policy.

In a motion, moved by Chairperson, Committee Blue Economy, Water and Irrigation, Hon. Kangogo Bowen, underscored the urgency of streamlining sanitation management in the country, noting that despite constitutional provisions guaranteeing the right to reasonable sanitation, the sector remains largely neglected.

Members of the National Assembly have raised the alarm over delays in the disbursement of capitation funds to schools, warning that the financial strain could undermine the provision of free and compulsory education in the country.

The National Assembly commenced debate on Wednesday, June 4, 2025, on the Budget and Appropriations Committee’s report on the 2025/2026 Budget Estimates and the medium-term outlook, which outlines a proposed total expenditure of Kshs 4.239.9 trillion.

The National Assembly has approved the nomination of seven persons for appointment as Chairperson and Commissioners of the Independent Electoral and Boundaries Commission (IEBC).

This follows the tabling of a report by the Departmental Committee on Justice and Legal Affairs (JLAC), chaired by Tharaka MP Hon. George Murugara. The Committee conducted the vetting exercise on Saturday, 31st May 2025.

The Penal Code (Amendment) Bill, (National Assembly Bill No. 53 of 2024) has been introduced in the National Assembly.

The principal object of this Bill is to amend the Penal Code to delete section 266.

Sponsored by Hon. Anthony Oluoch, the proposed amendment will decriminalize suicide and enable attempted suicide to be seen as a serious problem requiring mental health interventions and not be treated as a criminal offence.

The National Assembly’s Public Investments Committee on Commercial Affairs & Energy has directed the Kenya Civil Aviation Authority (KCAA) to urgently acquire title deeds for all land under its management.

This directive follows troubling revelations that 11 parcels of KCAA land have been irregularly allocated to private individuals.
