Public hearings on Sessional Paper No. 3 of 2025 on the proposed offloading of 15 per cent of government’s stake in Safaricom PLC have wound up today with forums conducted in Kwale and Kilifi Counties.

The hearings spearheaded by the Departmental Committee on Finance and National Planning, jointly with the Select Committee on Public Debt and Privatization saw lawmakers traverse 30 counties to collate viewpoints on the matter.

The Kenya Revenue Authority (KRA) is pursuing Sh23.1 billion in taxes arising from the 2025 sale of Tullow Oil’s Kenyan business to Auron Energy E&P Limited, an affiliate of Gulf Energy Ltd.

 

Appearing before the Joint Committee of Parliament on February 12, 2025, KRA officials said the assessment followed a comprehensive tax audit covering the period between 2020 and 2025.

 

“In 2025, the Authority carried out a tax audit on the taxpayer for the period 2020 to 2025 and raised taxes amounting to Sh23,124,656,330,” KRA told MPs.

The Ministry of Water and Sanitation has assured Parliament that adequate safeguards are in place to guarantee water security for communities in Turkana and West Pokot counties as the country moves forward with oil production in the South Lokichar Basin.

 

Appearing before the Joint Committee of the National Assembly and Senate on Energy during stakeholder engagement on the Field Development Plan (FDP) and Production Sharing Contracts for Blocks T6 and T7, Cabinet Secretary Eng. Kitui Governor Julius Malombe faced a gruelling session before the Senate County Public Investment and Special Funds Committee as lawmakers demanded answers for systemic audit failures across major county hospitals.

 

The inquiry, centred on the Auditor General’s 2024/2025 reports for Kitui Referral, Mwingi Level 4, and the Tseikuru, Mutomo, and Ikanga hospitals, turned tense over the irregular engagement of casual workers.

Auditor-General Nancy Gathungu has raised concerns over legislative, fiscal and oversight gaps in the proposed development of oil Blocks T6 and T7 in the South Lokichar Basin, warning that failure to address them could significantly reduce Kenya’s share of petroleum revenues.

The Executive has assured Parliament that transport infrastructure will not hinder crude oil production from the South Lokichar Basin in Turkana County, as it defended the Field Development Plan (FDP) and associated Production Sharing Contracts (PSCs) for Blocks T6 and T7.

 

Appearing before the Joint Parliamentary Committees on Energy, Roads and Transport, Cabinet Secretary Davis Chirchir said Kenya is adequately prepared to evacuate oil once production begins, insisting that the country is “not starting from zero.”

The Senate has approved a list of Senators to serve on the Senate Business Committee during the Fifth Session, with lawmakers vowing to continue holding Governors across the country to account.

 

The Motion, tabled by Majority Leader Senator Aaron Cheruiyot (Kericho) and seconded by Minority Leader Senator Stewart Madzayo (Kilifi), was supported by Members who urged the Committee to prioritise issues affecting the welfare of ordinary Kenyans, particularly devolution.

The County Executive of Elgeyo Marakwet has been directed to improve how it accounts for biological assets, following concerns raised by the Senate County Public Accounts Committee (CPAC).

 

The directive was issued after Governor Wesley Rotich failed to satisfactorily explain how the county accounts for assets classified under the biological category, with the Committee noting that the current system lacks clear categorisation.

Oil and gas experts have urged Parliament to amend the Production Sharing Agreement (PSA) between the government and Gulf Energy E&P B.V over the Turkana oil project to require an independent audit of revenues, warning that the current framework exposes the State to opacity and inflated costs.

 

The experts proposed that the independent auditor incorporate representatives from the Office of the Auditor-General and the Kenya Revenue Authority (KRA) to enhance transparency and accountability.
